Martial law differs from a military coup in that the democratically elected government still functions as an authority, but assumes the power to suspend civil liberties and the Constitution, by force if necessary. It is not a coup, or a conquest by force and law still functions, albeit without democracy. Conversely, a military coup replaces the government, to restore order which it sees the government as producing and incapable of solving.
So, what exactly is martial law? It’s simply the government taking over the essential services necessary to keep society functioning, or to prevent the spread of mass civil disobedience.
Martial law, or its ‘state of emergency’ equivalent is nothing new and has been enacted recently by individual states
