During any natural or man-made incident, such as a hurricane, emergency management uses four vital roles during the incident. Mitigation, preparedness, response, and recovery all go hand and hand with each other. Having a basic plan ready for these types of disaster events is key to the success of executing and implementing, as well as assessing the aftermath. There are many different ways to create an emergency operations plan (EOP) to encompass a natural and/or man-made disaster, including following the six stage planning process, collection of information, and identification of threats and hazards. The most important aspect of the US emergency management system in preparing for, mitigating, and responding to man-made and natural disasters is the creation, implementation and assessment of a community’s EOP.

In response to the damage caused by Hurricane Isabel, Virginia Governor Mark Warner described it as, “Probably the worst storm in a generation” (Washington Post, Ambrose). This was certainly not an overstatement as the National Weather Service reported that Isabel created 925 million dollars of damage in the state of Virginia alone (Johnson). While Isabel was not the most intense storm once it reached the United States, the size of this storm and the population of the area it impacted was why it caused so much damage (Johnson). This paper will discuss the science behind the creation of this storm, the impact of the storm in Richmond, Virginia and its surrounding areas, and the efforts to decrease the effects of the storm along with what could have further prevented any damages.
Two of the biggest ones were Hurricane Katrina, and Superstorm Sandy. In August of 2005, Hurricane Katrina struck Mississippi, and Louisiana. This Hurricane left thousands of people without homes for months, and there were many casualties. Electricity was down, and people didn’t know where they were going to get their next meal. Luckily, FEMA was there along with the Red Cross to take care of the needs of the people. FEMA helped the citizens find homes, and helped them rebuild their lives, while the Red Cross was taking care of the injured. Another disaster happened in 2012 to the Atlantic coast. Superstorm Sandy hit with wind speeds of over 115 mph. Over 280 people died. Major cities were without power for weeks. The streets were flooded, and once again the people were in desperate need of help. Just like before, FEMA was there to protect the citizens. Emergency responders face the prospect of responding to a disaster occurring at any time or any location within their jurisdiction. Local agencies are responsible to properly prepare for, mitigate and respond to both man-made and natural disasters. Emergency responders and their agencies should follow the guidelines of the National Incident Management System (NIMS) in order to be best prepared for response to the next disaster whether natural or man-made.

The initial first response to a disaster is the job of local emergency services with the nearby help of the surrounding sources. A major disaster can be a result of tornadoes, hurricanes, earthquakes, and floods. The event must be absolutely more than the state or local governments can handle alone. If confirmed, funding comes from the President's Disaster Relief Fund, managed by FEMA and the disaster aid programs of other joining federal agencies.

Hurricanes occur all over the world, at different times, but commonly through June first and late November. However in late August 2005 a catastrophic hurricane struck. This was Hurricane Katrina. With winds traveling over one hundred miles per hour making it a category five on the Saffir- Simpson Hurricane Scale it was said to have cause billions of dollars’ worth of damage. Hurricane Katrina flooded nearly forty thousand homes, and killed at least two thousand people (“Hurricane”). An average category five hurricane has enough energy to power street lamps for more than twenty seven thousand hours (Williams 58). Knowing about Hurricane Katrina, and the devastation of the city in New Orleans would be beneficial. Also, general information on hurricanes can help civilians and people of higher authority better understand and prepare for damage that could once hit their town and community. Because experts know the general information on these storms they can help explain to the public why and how Hurricane Katrina and other hurricanes occur. Hopefully, in the future civilians will know and use this information to their advantage against hurricanes.
