He started the Reconstruction plan to readmit seceded states. His stance becomes more about slavery than the Union. He took steps to abolish slavery. He issued the Emancipation Proclamation on 1863 in January. The Proclamation declared that the slaves in rebellious states would be free. He also influenced the 13th amendment banning slavery.
