Health Care in the United States is in a crisis. Medical expenditures are highest of any industrialized nation but there are obvious deficiencies. These deficiencies include the way health information is collected and no overall agreement on the best indicators. These work to hinder efforts to improve the system (Johnson, 2011). Measuring public health progress involves measuring what is important (Koh, 2011). This measurement has typically been accomplished by disease surveillance or special reports that summarize disease trends, reported by race/ethnicity or another variable (Koh, 2011). This is why it is crucial for health measurements to track social determinants. Health is always occurring in daily life. It does not just occur in a doctor’s office when your blood pressure is measured, but occurs in our homes, schools, jobs, and churches (Koh, 2011). Even the World Health Organization defines health as “state of complete physical, mental, and social well-being and not merely absence of disease” (Koh, 2011). However, the U.S. lacks a systematic national strategy to identify and address the set of social and environmental determinants of health that are most responsible for health outcomes (IOM report, 2010). We as a nation are behind our counterparts from Canada and Britain that have collected socioeconomic data for decades. In the past there has been a limited effort to address this issue. In 2009, the CDC in their Behavioral Risk Factor Surveillance System introduced a “social context” module that was then used by 12 states to assess civic engagement. Questions were asked as part of the assessment about food, housing, and job security (IOM report, 2010). As well as the local agencies need to be more effective in educating the public. The report recommends the development of local performance reports. These reports will be used to describe the overuse, underuse, and misuse of these interventions, including preventive and diagnostic tests, procedures, and treatments. These reports then should be made available to the public (IOM report, 2010). The hope is that the reports can better educate the public and the local community health agencies to better target indicators and outcomes specific to their home population. Lastly, the IOM report makes clear that there needs to be accountability from the government to engage communities and policy makers to understand, monitor, and improve the contributions of various partners in the health system (IOM report, 2010).
