In response to address issue of health information system and to enhance health related information for decision making, the World Health Organization (WHO) in 2005 launched Health Metric Network. The metric has two focuses to strengthen health system in developing countries; one is to improve the entire health information and statistical system, the second is to concentrate efforts on strengthening country leadership for health information production and use. To meet the above main focuses, the need to have an agreed framework for the development and strengthening of health information system, is absolutely necessary. It is with this need in mind that WHO came up with the following framework, which is a standard accepted universally for guiding the collection, reporting and use of health information by global agencies and countries (WHO 2007). 5. RESEARCH METHODOLOGY The study will try to analyze the underlying causes towards poor performance of health information system in Ethiopia health facilities. In doing so it tries to describe the existing HMIS design, implementation issues/factors in the health facilities. It also analyzes the role of NGO’s and International aid agencies working in the health sectors in enhancing the health information system of Ethiopia. Analytical research will enable the study to look at the problem in both descriptive and analytical manner. It will look into the underlying causes analytically by identifying different factors or independent variables that affect the efficiency and effectiveness of health information system in Ethiopia, and the reason behind poor decision making by managers in the health care/service provision. Feasibility of the Study: - When the researcher comes with such research questions, it is based on the researcher hands on experience in the field of HMIS, the researcher have worked for around 14 years both in the country and internationally in information system, and out of this for 8 years directly in HMIS design, analysis of health information and statistics. The researcher understands well the issues, factors behind the poor performance of the different countries HMIS design, implementations. So researcher believes that the research helps to addresses core issues of the countries HMIS problem. Ethical Issues: - Due to the sensitivity of the study, high ethical standards will be considered- cultural, political, organizational, individual while conducting data collection both primary and secondary, formulating the questionnaires.
