Over the last twenty years, the early childhood education has increasingly become an important part of the Singapore government education policy making. The goal is to raise a quality pre-school education programs and provide accessibility of preschool services for all young children (Ang, 2012). This is to prepare the children to thrive in a fast-changing world and be ready to accept challenges of the future. It aim to equip the children with the necessary competencies for learning and living in the 21st century. Based on the listed KCF learning goals, outcomes and principles, the focus is on the development of the young children cognitive skills, ability to learn, problem solve and ability to transfer knowledge. Besides focusing on cognitive development, MOE also interested in the development of the whole person. Example of the key stage outcomes of the pre-school education such as know what is right and what is wrong, be able to relate to others and love their families, friends, teachers and school is an example of curriculum as humanism. The legislative governing the KCF is the Child Care Centre Act (CCCA), Child Care Centre Regulations (CCCR) and the Education Act (EA). CCCA and CCCR was established to control, license and regulate childcare centres for children from ages 18 months to 7 years. EA was established to regulate Kindergartens for children from ages of 4 years to 6 years.
