Cybercrime: Investigating High-Technology Computer Crime Robert Moore’s Cybercrime: Investigating High-Technology Computer Crime is an informative text that supplies the reader with basic understandable knowledge of increasing cybercrimes and strategies that law enforcement are taking in order to catch cyber criminals. Moore’s work has a total of thirteen chapters that are full of information that help the reader better understand the different cybercrime threats such as, hacking, identity theft, child pornography, and financial fraud. Moore also goes into detail on different law enforcement tactics that help catch cyber criminals such as, the seizing of digital evidence, executing search warrants for digital evidence, computer forensics, and cybercriminology. Moore’s main goal is to help the reader grasp a better understanding of cybercrime that faces the world today. Through reading this book, I can validly say that Moore’s thorough work, perspectives, and examples helped me better understand high-technology computer crime and investigative strategies as well. Throughout our class this semester we have learned about different types of ways that cyber criminals can invade someone’s privacy such as, hacking, phishing, and spamming. In addition we have also briefly discussed some major cyber-attacks. Moore’s work looks more closely at these features. Some of the important cybercrime topics that Moore covers are digital child pornography and the abuse of children in cyber space, online harassment and cyber stalking, and identity theft. In addition to these, it is important to also look at the strategies law enforcement must take to stop cyber criminals. Moore’s other focus is for the reader to know the steps law enforcement take to stop cybercrime and just how hard it can be. When looking at seizing digital evidence, computer forensics, and cyber criminology the reader can accurately understand these strategies taken. Lastly, I would recommend Moore’s work for anyone who would like to learn more about high-technology cybercrime. Moore provides an informative text with review questions, further readings, and online resources, which make this text an excellent learning tool, teaching guide, and an informative good read. It requires a set of standards to show how the information that is gathered, preserve, and analyzed is strictly followed. The analysts need to understand the evolution of the current technology and how it will impact how they gather their information. The documentary Rise of the Hackers, focuses on the rising criminal use of hacking and how it is effecting multiple areas of technology. The documentary describes simple and complicated situations concerning hacking, but there still questions that must be answered when it comes to hacking and crime. The main question is in trying to determine why a person would choose to commit computer hacking. There are various theories already present within the criminal justice system that may explain at a micro-level and macro-level. These theories would explain why offenders would commit the crimes, but it may not answer the full scope of the question. Technology has opened new encounters and opportunities for the criminal justice system. There are so many new practices of criminal activity, such as computer crimes. There are different types of computer crimes that many people become victims of every day. Computer crime is any crime that involves a computer and a network. The computer may have been used in the commission of a crime, or it may be the target ("Computer Crime: Chapter 2: What Are the Crimes?", n.d.). Crimes such as data diddling, pump and dump, social engineering and spoofing are computer crimes. Even though these crimes are difficult by privacy issues, the new technology has made investigations and prosecutions well organized and effective. Though views are different on the pros and cons of specific technological changes in the criminal justice system, there is an agreement the system has changed affectedly ("Effects of Technology in Criminal Justice | eHow", n.d.).

According to the Infosec Institute, cybercrimes encompass a range of illegal activities such as Identity Fraud/Theft, Botnets, phishing, intellectual property infringement or simply attacking a computer network (2016). Individuals committing cybercrime attacks don’t have to be extremely knowledgeable to be successful either. Computer crimes basically involve the use of a computer system to carry out an illegal activity. In attempts to lessen the frequency and impact of computer crimes, law enforcement agencies use computer forensic to investigate these offenses. Actually, computer crimes are governed by specific laws and dealt with through conducting a computer forensic investigation (Easttom & Taylor, 2011, p.337). Notably, a computer forensic investigation is usually carried out through the use of computer forensic tools, which help in collection of evidence based on the specific offense.
Every day millions in some cases billions of dollars are made by businesses from income brought in by online sale of products and services. As businesses continually develop and expand their client base with online products and services so does the desire by criminals to exploit vulnerabilities in their e-commerce setup. The mass worldwide internet usage growth within the last 20 years has been “an approximate 16 million users in 1995 to an estimated 2,937 million in March of 2014” As the importance of e-commerce increases so does the need to protect the technological infrastructure that will carry out online transactions for each business regardless of its size. I will attempt to highlight and review the history of a few cyber crimes to show the progression of the crimes within the last 30-40 years. I also plan to review how the economy and consumers are impacted by cyber crimes. Finally I will make an effort to contribute with information gathering on how to lower the risk of a cyber attack from and individual user to a large scale business.
Cyber threats have evolved and grown in nature, and complexity, in recent decades; and the intensity increases with each passing day. With advances in technology growing by leaps and bounds, cyber laws become even more important due to ethical and Biblical principles, and the very real threat to mankind.
Just as traditional criminal activities, cybercrime can take many forms and occur virtually anytime and anywhere. Criminals committing cybercrime use very different methods, depending on their abilities and goals. This should not surprise anyone after all cybercrime is merely an activity "criminal" to the ingredient that adds a computer or an electronic network for its commission.
Internet privacy and security has become the concern of many individuals throughout recent years. There are a very limited amount of laws that have been enacted to combat computer or cyber related crimes. This has become an issue because as the internet grows increasingly popular so does the criminal and immoral behavior that abounds on it. With these crimes gaining in impact, effectiveness, and frequency, there needs to be more repercussions for these crimes. The United States government needs to increase restrictions on the amount and type of data on individuals from the internet, to prevent the government from invading privacy of citizens and to prevent companies from storing browser histories of individuals, to then sell that information to ad agencies and other companies.

Nevertheless, there is a consensus among both law enforcement personnel and computer scientists who specialize in security that both the number of computer crime incidents and the sophistication of computer criminals are increasing rapidly.
Cybercrime is a global issue plaguing the world. The dictionary defines cybercrime as “crime conducted via the Internet or some other computer network”(Merriam-Webster). The definition remains very broad because the word “cyber” is defined as “relating to the culture of computers, information technology, and virtual reality.” Due to the growing number of people gaining access to the internet, rapid development of technology, and the globalization of the world, more of the world population is becoming susceptible to involvement in cybercrime – whether it be as a victim or a criminal. Cybercrime involves different levels of the world on both the victim and criminal side from an individual citizen, to small groups, businesses, and the government, to the countries of the world. There are different groups from law enforcement agencies to the U.S. Secret Service, that are attempting to combat the problem through cooperation and preemptive efforts. If these groups combined with the public to protect themselves and the country from criminals that commit cybercrime, the nation’s network and technology servers would be much safer for technology users. Clearly, cybercrime is a problem because it puts internet users at risk of being taken advantage of or harmed.
