In summary, on 08/16/17 2240 hours, Ofc. Covarrubias #254 and I were dispatched to 5344 W 26th St. in regards to a Neighbor Dispute. Upon arrival, we made contact with outside the apartment with Brimley, Shawndia DOB 11/16/80, who related that her neighbor who was identified as Smith, Debra L DOB 08/26/53 was banging on her door. Shawndia related that she was drinking with her friend, who was later identified as Magitt, Robert Lee DOB 03/27/55. Shawndia related that Robert is the maintenance man for the building and he fixed the toilet in her apartment. Shawndia further related she was repaying him with some beer. I made contact with Debra, who related that Robert is her boyfriend and she does not like with he spends time with other females.
The crime occurred inside the residents of 28 S. Daisy Avenue Apartment A, on the living room couch. The apartment complex has a common walkway which is located on the south side of the complex. Chuldzhyan’s apartment has a private court yard which is on the south side of the property.
We were presented with many facts that all pointed to Mr. Washburn as the murder. In the house all of the entrances were thoroughly inspected by authorities, and they found no sign of ransacking. “[They] examined all the locking mechanisms, all the doors and windows. In [their] opinion there was no evidence of any forced entry” (P.81). When police looked for fingerprints, “They were all of the Washburn family and the maid” (P.81). There was no trace of an outside party; somebody usually in the Washburn house committed the murder. While in the living room, an officer found a drop of blood. The evidence technician was called the next night to run some tests. “He sprayed the living room carpet with luminol. It is a luminous spray, and when it comes in contact with blood it illuminates” (P.82). To both men’s surprise the whole living room was illuminating. After spraying further the men found a trail from the living room through the kitchen to the garage. In the closet the men found a wet mop, which was tested for blood and also came back positive. Somebody tried to clean his or her bloody mess, and try to save himself. The physical evidence proves the killer was somebody who was familiar to the Washburn household.
On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp.
On the above date and time Detective Russo and I responded to the area of Murphy USA, reference a trespasser.
On 05-29-17 at 1913 hours, I was dispatched to 260 S. Raymond Avenue regarding a PC 243(d)-Battery investigation. The battery occurred at the rear door of the location.
On April 4, 2018 Detectives Napper and Abdalla responded to Anacostia Senior High School and spoke with the Dean of Students Mr. Thomas who advised that after school dismal he Mekhi Hutchinson and Dalonte Jenkins who are Anacostia students were with a third unidentified male who was light complexion wearing a green trench coat. The unidentified male approached a Davon Watts who also attends Anacostia High School. Mr. Thomas and staff members intervened and sent the male on his way along with Mekhi and Dalonte. Mr. Thomas saw the three boys go across the street to 1708 16th Street SE which Mr. Thomas advised is a “trap house” Dalonte and Mekhi then walked towards the bus stop at 16th and Minnesota and back to 1708 16th Street SE. As it was found out later, the arrest was the result of the false report provided by the man who claimed that Lawrence possessed weapons at his home. The report was filed by the neighbor Roger David Nance (41 years old) and he has already been accused before for the similar complaints. The above cause to enter the house, however, was not considered to be the issue in the case hearing and Nance admitted that he provided false report.

On 12/31/2017 at 1433 hours, I was dispatched to 12 East Cedar Avenue apartment A for a report of a neighbor complaint. Upon arrival, I spoke with the caller, Kristen Perrine, who stated she was have an ongoing issue with her neighbor in apartment A, see reports #17-1529, 1570. Perrine went on to explain, that her neighbor, later identified as Noverto Crespo, has a problem with her walking on the hardwood floors with her heels. Perrine stated the two have had confrontations in the past. At one point, they came to an agreement that she would limit the time in which she walked on the floor with heels, to the hours of 0700 to 1900. Perrine then stated, she had been away all weekend. When she returned, earlier today, she was bringing luggage into the residence when she heard Crespo banging on the walls loudly. Perrine stated she felt as though Crespo was harassing her, since she was wearing her heels during the agreed upon hours. Perrine stated she did not wish to pursue charges, but wanted Crespo to stop banging on the walls.
On 02/13/2016 at approximately 1105 hours, I was dispatched to 114 North Main Street (Fuquay-Varina Police Department) in reference to a dog bite.
His older brother lives with his girlfriend. Ms. Faircloth did not know his address. Ms. Faircloth also indicated she keeps her grandchildren on occasion. The family reported only residing there for approximately one month as they had to relocate due to a house fire. Ms. Faircloth indicated she started the house fire accidently by leaving hot dogs cooking on the stove. She is attempting to re-establish a residence for herself and her children. They now share rooms in a 3 bedroom, 1 bath single family home. On August 8, 2017, this officer conducted a home visit. The home consisted of a living room and dining room and kitchen area. It was not furnished and all bedding was on the floors. Ms. Faircloth indicated Demonta shares a room with his five-year-old brother. She also indicated rent was approximately $900 a month. The home is centrally located to schools, businesses and religious assemblies. Demonta indicated he frequents other areas in Portsmouth and rides his bike to get around. The neighborhood is diversified and consists of lower to middle income families. The socioeconomic status of the area is average and criminal activity is sometimes present. The home is located within close proximity to local businesses, schools and religious assemblies. The family is aware of local community resources and has transportation. They frequently engage in family activities like shopping, visiting other family members, watching television and completing household chores together. The home was in good order, sparsely furnished but there were no observable issues in the structure or within the

Upon arrival I could detect a strong odor of burnt marijuana emitting from room#5110 due to my training and past encounters. I proceeded to knock on the exterior door of room #5110. Rachel Gilddens (student/resident) answered the door. I presented myself and my agency and asked Giddens if she was the tenant of the apartment in which she stated ''Yes.''
The investigator and associate were greeted by the Bellman (Caucasian, male, 40’s, some facial hair, glasses, in uniform) “Good Morning, Can I help you?” The investigator asked the bellman to direct them to the Fountain Blue Grille, he cheerfully told them to go right and we would find the restaurant at the end of the hallway. We thanked him.
By now, via media reports and word of mouth you must be aware of the significant increase in house break-ins in this neighborhood over the past couple of years. In fact, the break-in rate has more than doubled over the past three years. According to the police this is just a sign of the times changing as the economic downturn continues and local businesses and factories continue to close their doors for good.
