Deaf World vs. Hearing World What is neglect? In certain scenarios one may choose to avoid more work in turn for an easier route. However, in the book “the unheard” by Josh Swiller, the author emphasizes the importance of attention for youth and communities as a whole. Swiller describes the neglect revolving the deaf community and the villages in Mununga, Africa as he spends two years in South Africa. The author, being a deaf, white male, understood the neglect the deaf community faced as well as the village he volunteered at as he received no government attention like the rest of the villagers. The article “Americans with Disabilities Act” states, “Americans with Disabilities Act is a United States law that forbids discrimination based on physical or mental disabilities. The act...seeks to protect individuals with disabilities that significantly limit one or more major life activities...The primary goal of the ADA is to ensure that people with disabilities are not denied basic rights and have an opportunity to lead happy, fulfilling lives.” This law was passed in the United States so it did not apply in other countries such as South Africa. This set Swiller at a disadvantage when he instructed a class of deaf students in Africa that were not educated like in the U.S. No such law like the Americans with Disabilities Act was passed in South Africa when the deaf population there is significant as the article “Deaf Community and Culture in South Africa” states “One web source said that in 1998 there were at least four million deaf and hard of hearing people in South Africa” (Berke, 2016). The deaf population in South Africa is fairly large, thus there should at least be a form of law that gives them equal rights as the hearing. Nonetheless, the area the author lived in was completely neglected by the government. In an impoverished area such as South Africa, it may be difficult for some to note details such as loss of hearing and other deformities. Therefore, the “different” people were ignored until it was too late, eventually leading to a trail of neglect.
