The Constitution is composed of 3 major parts. The first of which is the preamble. As the opening statement of the Constitution it outlines the goals the American people have for the country. In the preamble the people are assured the laws of the land would apply to all and be fair to all by this line “establish justice” (Doc 1). Peace and order in the nation along with the providing of defence for the people of America are also promised by the line “insure domestic tranquility, provide for the common defense.” (Doc 1). People were also assured their well being and their freedom as long as they lived in the law,Page 42R “promote the general, and secure the blessing of liberty to ourselves and our posterity” (Doc 1). Federalism plays an integral part in the growth and development of the United States of America and is a key factor in determining the basis of power in this country. Clearly, the term federalism can be understood in many different ways pertaining to each person's view, but it can be more broadly defined in terms of the separation between the state and federal government. Thomas E. Patterson defines federalism as, “the division of sovereignty, or ultimate governing authority, between a national government and regional (that is, state) governments. Each directly governs the people and derives its authority from them” (Patterson 74). He then goes on to give a more basic definition with, “American Federalism is basically a system of divided powers” (Patterson 74). But federalism is more than just a word with a definition. It is hard wired into the constitution because the framers knew how important this division of power would be for the development of America and to ensure power would ultimately reside with the people.

Then, it starts to list goals for the Constitution and our government. The Constitution will make sure that it’s a success in terms of cooperation and fairness for everyone. Also, the government is to ensure peace in the country.
The Great Compromise, also known as the Connecticut Compromise, was proposed in 1787 and it was a plan that would split the Congress into 2 chambers, which is known as the House of Representatives and the Senate today. These 2 chambers of the Congress have different purposes that help govern the nation. In the Senate, the Senators are appointed by the state upon voting, and each senator has a 6 year term in the office. The Senate being the upper house of the Congress votes on laws and whether or not they should be established. Federalism is a system where a particular country has divided its government structure and power between a strong central government and a local government that forms constituent political units. Therefore the federal system forms an association between the two governments. The system came to existence as part of the solution to the problems that faced the federal government especially when it came to exercise of authority.
