1.How can health policies be used as regulatory or allocative tools? Health policy is the collection of complex principles, stated or unstated, that characterize the distribution of resources, services, and political influences that impact on the health of the population. However, Longest, 2002, states “health policies can also be used as allocative tools that is, they may involve the direct provisions of income, services, or goods to certain groups of individuals or institutions” (Shi & Singh, 2017). Regulatory tools for health departments are used to insurance companies for the protection of the customer. Regulatory tools are effective because they protect the customer from exorbitant premiums, dishonest practices and defaults in coverage when a corporation may go through financial failure. Allocative tools in the health care arena are two main types: distributive and redistributive. Distributive policies spread benefits throughout society. Therefore medical research is an example of distributive policies. Redistributive policies are designed to benefit only certain groups of people by taking money from one group and using it for the interest of another, therefore an example of redistributive policies is the Medicaid program. The use of tax revenue is distributed to the poor in the community in the form of free health insurance. 2. What must main elements be present in a future model of care delivery in the U.S.?
