Special districts are “single-purpose units of local government concerned with one specific service” (Islam & Ryan, 2015, 87). They are held accountable by the people and elected officials of small neighborhoods to municipalities that are very large in size. The advantage of a special district is that they focus on a specific task and support the needs of the local community. So the people have a say in what services are needed creating more of a citizen demand. One disadvantage is that all the people will not see the need for certain task the same way. Despite American government being characteristically dominated by cooperative feudalism, there is a persistence of national supremacy elements, state’s rights, and dual fideism. The current situation can, therefore, be regarded as balanced federalism. A cooperative relationship between state government and the national government is specifically rooted in a transfer of payments done from the national government to government in lower levels, which is referred to as fiscal feudalism (Bednar, 2009). There are mainly two types of grants which are block grants and categorical grants. This is a federal aid which is spent by states within a given policy area, although with much state discretion. General revenue sharing (GRS) was used back in the 1970s and 1980s. GRS awarded the state maximum control over policies, but gaining political support was difficult for them.
Municipal control or an alternative delivery method? This is the question that has intrigued all levels of local government and created intense debates between taxpayers across municipalities. The services that municipalities provide are often vital to the existence of a local area. The issues of accountability, cost savings, quality of service and democracy often arise when choosing the best options to deliver services to a municipal area. In recent years the concepts of privatization, alternative service delivery and public-private partnerships are often promoted as ways cut down on overburdened annual city budgets and promote a higher quality of service to citizens. Municipalities have historically always provided basic services such as fire protection, water purification/treatment and recreational facilities. However, would private companies or another municipality be able to better deliver the same services more efficiently or at a lower cost? The city or town often provides a political grass roots approach to most local problems. Municipalities are better positioned and have a wider scope to provide services to their constituents in order to ensure quality of service that does not erode accountability and transparency, or drive the municipality deeper into debt.

Federalism is the powers a country has, divided between the state and federal government. Federalism was not included in the articles of confederation which left the states with all of the power. Federalism was chosen in the United States because the U.S. wanted there to be more control in the National Government. The U.S State government wanted to keep some of the power, so federalism was a good system of government to choose because they got to split the powers between them. Federalism has many benefits in California. Federalism helps California by giving the state power. Each state is going to have a different diversity in which each state can govern. If California wanted to, they could establish a policy of their own. They could see how well the policy went, according to other states that have established them.
Voters should care about redistricting because it cherry-picks voters, can be used to eliminate an incumbent, eliminate an opponent, skews state-wide representation, dilutes minority voting, and splits up communities. The lines are tailored more to fit the representatives and not the voters.

The Advantages of Federalism Federalism was selected as the most appealing system of government in 1787, primarily because of lack of feasible alternatives. Confederacy had been tried by the 13 states under the Articles of Confederation, and found to be lacking, in that it did not provide adequate cohesiveness between the individual nation-states. However, widespread loyalty to state government and identity prevented the adoption of a fully unitary system. Instead, founders chose federalism as a moderate option which could best meet the needs of a people desiring national unity, but demanding local representation and authority as well.
