Special districts are “single-purpose units of local government concerned with one specific service” (Islam & Ryan, 2015, 87). They are held accountable by the people and elected officials of small neighborhoods to municipalities that are very large in size. The advantage of a special district is that they focus on a specific task and support the needs of the local community. So the people have a say in what services are needed creating more of a citizen demand. One disadvantage is that all the people will not see the need for certain task the same way.
