An effective crisis management response plan outlines specific procedures for administrator, teachers, and students during evacuation emergencies. Administrators work with teachers, students, parents, law enforcement officers, business and community members, to develop an effective emergency and crises plan. The administrator provides leadership in developing and monitoring the school safety plan and also establishes procedures for emergency evacuation and crisis management at different stages of the plan. However, an effective leader develops a comprehensive prevention education plan, and regularly reviews the code of conduct manual for revisions and current laws.
The emergency and crisis plan identifies the designated people to contact in case of an emergency through an effective and efficient communication plan. Stephen (1995) identifies elements that are important to a safe-school plan “There is no specific formula that outlines everything that a safe school should entail. Rather, it is more appropriate to identify an array of potential areas that should be addressed these may include; Crisis management and emergency evacuation, public awareness, curriculum focusing on pro-social skills and conflict resolution. Behavior, conduct and discipline codes, campus supervision, truancy prevention, drug prevention, interagency partnerships, student leadership, parent participation and involvement of senior citizens, crime prevention , extracurricular activities and recreation, school and law enforcement partnership, violence prevention training, school security, community service outreach, media relations, legislative outreach and contact.

Administrators ensure that those individuals and agencies responsible for school order and safety know and understand current state and federal laws affecting school crime and violence. Effective school administrators have prior knowledge regarding the present state of their school safety plan therefore; a detailed school safety assessment is in order to determine the state of the school in relationship to an emergency or crises on the school campus. It is imperative School Administrators establish a strategic safety prevention plan that is well organized, practiced and preplanned to be an effective reponse plan to a disaster.
