Chicago’s Cabrini-Green public housing project is notorious in the United States for being the most impoverished and crime-ridden public housing development ever established. Originally established as inexpensive housing in the 1940’s, it soon became a vast complex of unsightly concrete low and high-rise apartment structures. Originally touted as a giant step forward in the development of public housing, it quickly changed from a racially and economically diverse housing complex to a predominantly black, extremely poor ghetto. As it was left to rot, so to speak, Cabrini-Green harbored drug dealers, gangs and prostitution. It continued its downward spiral of despair until the mid 1990’s when the Federal Government assumed control the Chicago Housing Authority, the organization responsible for this abomination. Cabrini-Green has slowly been recovering from its dismal state of affairs recently, with developers building mixed-income and subsidized housing. The Chicago Housing Authority has also been demolishing the monolithic concrete high-rise slums, replacing them with public housing aimed at not repeating the mistakes of the past. Fortunately, a new era of public housing has dawned from the mistakes that were made, and the lessons that were learned from the things that went on for half a century in Cabrini-Green. They were known as the Francis Cabrini Homes, and “were built in an area that had undergone massive slum clearance”. To appreciate a row house neighborhood, one must first look at the plan as a whole before looking at the individual blocks and houses. The city’s goal to build a neighborhood that can be seen as a singular unit is made clear in plan, at both a larger scale (the entire urban plan) and a smaller scale (the scheme of the individual houses). Public housing was designed to liberate the city and streets of vagrants and paupers; however, in spite of strong support and investment, in practice it did not achieve that feat. The article The Beginning of the End of a Modern Ghetto by Sudhir Alladi Venkatesh discusses the racial and class stereotypes that obscured the way Chicago's Robert Taylor Homes functioned. When it opened in November 1962, Robert Taylor Homes, were twenty-eight sixteen-story buildings containing 4,300 units on Chicago's South Side, and was considered the world's largest public housing project. This demonstrated how much space and money was invested into this public housing project. The managers of the Chicago Housing Authority at first tried to work with the tenants but were quickly overwhelmed by the task of maintaining the enormous physical plant inhabited by thousands of children. The tenant applicant screening committees of managers and tenants eventually stopped meeting, the population grew steadily poorer, and by the 1970s single mothers on welfare made up the majority of the adult residents. Jackson Heights is a neighborhood with a plethora of diversity and multiculturalism, hence there’s wide coverage of Gentrification in the media and literature. Jackson Heights is skyrocketing economically like many other local neighborhoods, with the looming possibility of becoming out of reach for the average American family. Redevelopments of infrastructure have rapidly progressed causing a rise in house price and rent, this ultimately resulting in the neighborhood to become financially unreachable for most. This is an example of the term that was first coined in 1964 by German-British sociologist Ruth Glass as ‘gentrification’. Many of these ethnic groups still reside where their relatives first lived when they arrived many years ago, whereas a majority of the ethnic groups have dispersed all over the Chicago land area, creating many culturally mixed neighborhoods. Ultimately, all of these ethnic groups found their rightful area in which they belong in Chicago. To this day, the areas in Chicago that the different ethnic immigrants moved to back in the 1920s are very much so the same. These immigrants have a deep impact on the development of neighborhoods in today’s society. Without the immigrants’ hard work and their ambition to establish a life for their families and their future, Chicago would not be as developed and defined as it is now.

Proponents of gentrification profess that this increase in municipal revenue from sales and property taxes allows for the funding of city improvements, in the form of job opportunities, improved schools and parks, retail markets and increased sense of security and safety ((Davidson (2009), Ellen & O’Reagan (2007), Formoso et. al (2010)). Due to the increase in housing and private rental prices and the general decrease of the affordable housing stock in gentrifying areas, financially-precarious communities such as the elderly, female-headed households, and blue-collar workers can no longer afford to live in newly developed spaces ((Schill & Nathan (1983), Atkinson, (2000)).

Downs has sought to dispel myths surrounding housing policy. The first myth he debunks is the myth that all government-sponsored urban policies have failed. Downs believes that although they had resulted in greater hardships for poorer neighborhoods, the policies have given great benefits to a majority of urban American families. While he does not consider these policies to be a complete success, he refuses to call them failures due to the fact that they did indeed improve the standard of living for most of urban America. Downs also calls to our attention the effect of housing policies on the number of housing units. Starting in 1950, housing policies were aimed at ending the housing shortage until focus was shifted to low income households in the midst of the Vietnam War. To Downs, ending the shortage was important because it was affecting the American way of life. Couples were delaying marriage, extended families were living in one home, and overcrowded housing led to overcrowded local facilities, such as schools. Downs also argues that this overcrowding led to an inescapable cycle of “substandard”
With the rapid development of the city and tremendous progress of technology in America, gentrification becomes a universal phenomenon in every city, especially in Englewood―the south side of Chicago. As capital begins to flow into the Englewood community, many aspects of daily life are changed for better. The tremendous change brings not only the renovated facilities but arrives with the new retail and service business. Plenty of citizens who live in the Englewood community were benefiting from the gentrification. They also said that gentrification is a commendable change in Englewood to renew and develop. Thus, gentrification is beneficial to local residents because it arrives with the new retail and service business, increases employment opportunities and transform a more beautiful community.

In conducting this assignment we visited the neighborhood of Washington Heights. During our visits we interviewed several of the residences; so that we could get a first hand prospective of what it is like living in the community, why they settled in the community and the many changes that they have witness durning their time in the neighborhood.

This investigation is based on the assumption that gentrification with all its troubles can’t be prevented and is an inherent part of every city. What are the negative impacts of gentrification? What are the underlying mechanisms that feed these impacts? What drives these mechanisms? What would be an alternative scenario?
In discussions of Gentrification, one controversial issue has been with displacement. Gentrification is the process of renovating and repairing a house or district so that it complies to wealthier residents (Biro, 2007, p. 42). Displacement is a result of gentrification, and is a major issue for lower income families. Gentrification is causing lower-income residents to move out of their apartments because they’re being displaced by upper class residents who can afford high rent prices and more successful businesses. Throughout out the essay, I will discuss how gentrification affects lower income residents and how it results in displacement. Then I will follow on by discussing some positive and negative effects that take place because of Gentrification.
Sudhir Venkatesh’s ethnography Gang Leader for a Day is a summary of his research through the University of Chicago in the 1990s. Venkatesh chose to do research on poor African-Americans in Chicago, and their experiences in public housing developments. He concentrated his study on the Robert Taylor Housing to better understand how residents lived and differentiated from those in other parts of the city. Venkatesh’s target population was those living in harsh living conditions, primarily black and poor. Throughout this paper, I will be addressing Venkatesh’s research and its limitations. I will also share my opinion on Venkatesh’s analysis and understanding of his findings about the residents, and how his experiences mesh with my own. In
