Canada, like most western countries, uses a democratic approach to forming the federal government. Political parties are elected through voting from the citizens of Canada. Although the idea of voting does not seem like a very difficult task, the forming of Canada’s federal government is very tedious, in which many steps must be taken. In the next few paragraphs I will talk about how Canada’s Federal government is formed, while also putting in a few thoughts of my own with our system. First of all, you have your main political parties, each with a somewhat different ideology. An example would be the New Democratic Party (NDP) who have more of a socialists idea of how Canada should work. During an election campaign, the people of each constituency (population district) vote for the political party that they think bests benefits Canada’s economy, but mostly, what benefits their own economic status and ideological opinion. Important issues like Health Care and the Environment are a good reasons people vote for certain parties as well. Depending on the number of ridings won by each party, a majority or minority party is elected. A majority government is pretty much when a party wins by a margin of at least fifty percent plus one. This happens when, no matter what, other parties cannot out vote them, even if all the other parties add up their votes together, the sum will still be less than the Majority party’s sum of votes. A minority government is when the sum of unelected parties can still out weigh the government party in charge. This also means that if the elected party wanted to pass an act, etc. they would need support from the opposition. When this happens, good luck passing any laws, since parties rarely help one another unless a compromise is made or if it would make their party look better. Winning representatives from each constituency are chosen and can be from any party that won in its constituency. The total representatives then will be the same number as the constituencies, 279 representatives, 279 constituencies. However, that party that is elected as a whole and has the most representatives in the parliament then forms the Cabinet. The Cabinet is made from the representatives of the elected party and is when approximately 30 to 40 ministers are chosen to take the control of a ministry, fisheries, forestry, etc.
Canada has had a long and storied history especially in the 20th century. A key part of this history is Canada’s road to autonomy. The first step on this road is Canada’s role in fighting and ending World War I. The second step is Canadian involvement in the United Nations’ early days to the mid 1950’s. The last step on the road to autonomy is the Constitution Act, 1982. These three moments in time form the backbone of Canada’s road to autonomy.
A century ago, Canada was under control by the British Empire. The battles we fought the treaties we signed and the disputes we solved all helped us gain independence from our mother country “Britain”. Canadians fought a long battle protecting others, and from these battles we gained our peaceful reputation and our independence from Britain. Canada became a nation on July, 1st 1867. Although we were an independent country, our affairs and treaties were all still signed by Britain. In the next years Canada would establish its own government, and lead its own affairs. Many important events led to Canada’s independence, one of the earliest signals that Canada wanted to establish autonomy was the Chanak affair of 1921. In addition the battle of Normandy, which occurred on June 6 1944, contributed to the autonomy of Canada. The Suez Canal Crisis, which took place in the year 1956, earned Canada a place in the media spotlight, displaying Canada as a peaceful country that deserves the right to be independent. One of the final steps that aided with Canada’s independence from Britain was the Canada Act of 1982. Independence from Britain steadily increased throughout the 20th century because of political decisions made in Canada.
Canada’s parliamentary system is designed to preclude the formation of absolute power. Critics and followers of Canadian politics argue that the Prime Minister of Canada stands alone from the rest of the government. The powers vested in the prime minister, along with the persistent media attention given to the position, reinforce the Prime Minister of Canada’s superior role both in the House of Commons and in the public. The result has led to concerns regarding the power of the prime minister. Hugh Mellon argues that the prime minister of Canada is indeed too powerful. Mellon refers to the prime minister’s control over Canada a prime-ministerial government, where the prime minister encounters few constraints on the usage of his powers. Contrary to Mellon’s view, Paul Barker disagrees with the idea of a prime-ministerial government in Canada. Both perspectives bring up solid points, but the idea of a prime-ministerial government leading to too much power in the hands of the prime minister is an exaggeration. Canada is a country that is too large and complex to be dominated by a single individual. The reality is, the Prime Minister of Canada has limitations from several venues. The Canadian Prime Minister is restricted internally by his other ministers, externally by the other levels of government, the media and globalization.
The Prime Minister in Canada is the head of government and is appointed by the Governor General. Canada is the northern neighbor to the United States, and the Queen of England is its head of state. These powerful countries being so closely tied to Canada makes it a major player on the world stage, and gives considerable power to its Prime Ministers.There have been twenty-two Prime Ministers, with John Diefenbaker being the thirteenth, serving from 1957-1963, and Pierre Trudeau the fifteenth, who served 1968-1979 and again 1980-1984. Diefenbaker was a progressive conservative, a right-center group associated with British imperialism. Trudeau was part of the Liberal party of Canada, one that focused on individual freedom, ironic considering Trudeau was the only Prime Minister to enact the War Measures Act during peacetime. Domestically, these two Prime Ministers have done much in terms of protecting and growing a modern Canada. There are many ways these leaders' domestic policies were similar, such as helping to create an equality among Canadians, and many ways in which they had opposing policies, such as their policies regarding French-Canada.
For a democratic country to thrive, they must have a proper electoral system in producing the party to oversee our government. Since its inception in 1867, Canada has been using the first past the post system during elections to decide their leading party. Although we have been using this system for an extended duration of time, the FPTP system is flawed and should be changed. The goal of this paper is to prove the effectiveness of shifting to more of a proportional system, while also exposing the ineptness of Canada’s current system. With other methods advancing and little change of the first past the post system, this system is becoming predated. A variation of the proportional electoral system is key because it empowers voters, increases voter turnout, and creates a more diverse environment. Canada should adopt a more proportionate electoral system at the federal level if we wish to expand democracy.

This essay will begin with a discourse on the evolution of Canadian federalism, then exclusively compare Harper’s approach to the proceeding Liberal governments approach, and ultimately explain why Stephen Harper’s “open federalism” methodology is the most controversial form of Canadian federalism yet.
The New Democratic Party focuses their attention on all of the classes in Canada. It doesn’t matter if you are from low-class, middle-class, or high-class; the NDP will make sure that your requests and concerns are taken care of. The other major political parties put more of their focus into taking care of the higher-class and the lower-class that the middle-class is disregarded or forgotten most of the time. The NDP would make sure that this doesn’t happen if they were elected with a majority. Citizens of Canada should vote for the New Democratic Party because if elected, they promise to improve the environmental situation, provide better health care for Canadians, and improve the economy in Canada.
However, the proposed systems must be thoroughly examined for their compatibility with Canada’s needs and their ability to resolve the issues outlined in this paper. From distortion in representation to Western alienation and to making the voices of minorities heard, the new system must also ensure that Parliament fulfills its role in representing, legislating, and holding the government. More importantly, after the current government abandoned its promise on electoral reform, it is important for researchers and future governments to build on the knowledge acquired by the Special Committee on Electoral Reform as well as previous experiences of the provinces with electoral
So, what happens after a party wins? It has been observed, “Legislative seats almost always work to benefit the party winning the most votes” (Tufte, 1973). If the share of the votes increases, the share of the seats increases, and in most elections the winning party still will probably have less than 65% of the vote. The theory of the Cube Law says that the vote odds equal the seat odds, and that the outcomes of the votes to seats ratio will be predictable no matter what (Tufte, 1973). In the year of 1867 the nation we know as Canada came into being. The Confederation in this year only came about after things had been overcome. Many political and economic pressures were exerted on the colonies and a federal union of the colonies seemed to be the most practical method of dealing with these pressures and conflicts. While Confederation was a solution to many of the problems, it was not a popular one for all the colonies involved. In the Maritime colonies views differed widely on the topic. Some were doubtful, some were pleased, others were annoyed and many were hopeful for a prosperous future.1
Democracy is defined as government by the people; a form of government in which the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system (Democracy, n.d.). Canadians generally pride themselves in being able to call this democratic nation home, however is our electoral system reflective of this belief? Canada is a constitutional monarchy with a parliamentary democracy that has been adopted from the British system. Few amendments have been made since its creation, which has left our modern nation with an archaic system that fails to represent the opinions of citizens. Canada’s current “first-past-the-post” (FPTP) system continues to elect “false majorities” which are not representative of the actual percentage of votes cast. Upon closer examination of the current system, it appears that there are a number of discrepancies between our electoral system and the Canadian Charter of Rights and Freedoms. Other nations provide Canada with excellent examples of electoral systems that more accurately represent the opinions of voters, such as proportional representation. This is a system of voting that allocates seats to a political party based on the percentage of votes cast for that party nationwide. Canada’s current system of voting is undemocratic because it fails to accurately translate the percentage of votes cast to the number of seats won by each party, therefore we should adopt a mixed member proportional representation system to ensure our elections remain democratic.

One may be surprised to learn that the turnout rate of individuals voting in Canada's federal elections has never reached 80% (Elections Canada). In fact, it has been decreasing since the middle of the twentieth century, as shown by an increase in voter apathy. An electoral system is designed to provide those who live in democratic governments with the opportunity to vote – in an election – for the candidate whose platform coincides with their political beliefs. This can be achieved through a direct democracy, where citizens are directly involved in the decision-making process, or through an indirect democracy, where citizens elect a delegate to act on their behalf. In a direct democracy, all citizens would be present during governmental meetings and have the opportunity to give verbal input. As one may expect, this would be extremely difficult to coordinate with Canada's population of 34.88 billion (Statistics Canada). Canada uses an indirect democracy, which allows for two basic forms of electoral systems in which representatives are elected. In the simple plurality electoral system, the candidate who receives the greatest number of votes is elected, regardless of a majority or not. It is commonly known as the “first-past-the-post” system, which alludes to a horse race; the winner passes the post with the highest number of votes, and only need to garner more votes than their opponents.
