A paper on the Reproductive Health Bill in Philippines
1. Introduction
As of 2014, Philippines has a population of 100,617,630 people, making it the twelfth most populated country in the world. The current population has an increase of almost sixteen million people since the year 2000 and is estimated to increase even more over the next 37 years . Overpopulation can be seen in all parts of Philippines including Dumaguete, which has a population of 120,883 people and has an average of 6 persons per household . Overpopulation can cause a strain on the economy as more resources are needed in education, health and infrastructure of the country . Asides from this, overpopulation also leads to a high unemployment rate as there are insufficient jobs for the huge population and this will eventually lead to people living in poverty .
Some causes of overpopulation in Philippines include the lack of information about contraception especially among the poor, the illegality of abortion and the unavailability of modern contraception .
This paper will give an overview of the reproductive health bill in Philippines. It will cover the advantages and disadvantages of the health bill, difficulty in implementing the bill and ways to overcome difficulties in implementing the RH bill.
2. Implementation of Reproductive Health bill in Philippines
In order to tackle the problem of overpopulation, the government of Philippines introduced the Reproductive Health Bill (RH bill). 7. Conclusion
Lawmakers of the RH Bill have come a long way in fighting for the RH bill to be passed and for the implementation of it because of the resistance of the Catholic Church. It is important to note that policies are made for the country and not for a specific religion even if majority of the population belongs to that religion. Even though the Catholic Church in Philippines holds much power and influence in the country, it is evident that many Filipinos are able to develop their own set of thoughts and beliefs and have grown accustomed to the idea of contraception. The RH bill have brought about much controversy in the country but after 12 years of persistence in the fight of the RH bill, it is finally in place and it can also be successful in time with the government as well as the public’s help.

In 1979, China decided to establish a one child policy which states that couples are only allowed to have one child, unless they meet certain exceptions[1].In order to understand what social impacts the one child policy has created in China it important to evaluate the history of this law. China’s decision to implement a Child policy has caused possible corruption, an abuse of women’s rights, has led to high rates of female feticide, has created a gender ratio problem for China, and has led to specific problems associated with both the elderly and younger generation. Finally, an assessment of why China’s one child policy is important to the United States allows for a full evaluation of the policy.
The topic of birth control in public schools has attracted much support from the American public from surveyed statistics. For example, a 2006 Associated Press-Ipsos survey discovered that 67% of Americans support the provision of contraceptives to students. This study also determined that, “About as many - 62 percent - said they believe providing birth control reduces the number of teenage pregnancies” (Associated Press). Such a huge percentage suggests that Americans are very concerned about the increasing cases of teen pregnancies and would eagerly adopt any method that has a possibility of reducing this problem. In addition, the subjects in the poll indicated that they believe that contraception usage in schools has the potential of reducing teenage pregnancies. This will be done by discussing the topics surrounding reproductive rights, as well as the interconnected relationships between the rights, entities, viewpoints, and individuals involved. The observations made in this paper will be utilized in a website. This provides a rich foundation for learning, not only through comfort of access, but through the use of more interactive-based learning tools. The information will help users analyze the subject in light of their own experiences and develop a more informed personal concept of reproductive rights.

The extent of availability has also been deemed a weakness due to potential health complications. However, no medical advance or regulation reform can rid a procedure of risk. From looking at the strengths of the approach, it is clear that regulations inflict little disruption on the lives of patients. Most importantly, the British approach to abortion eliminates any desire or need to undergo an unsafe termination. Changing regulations in regards to restrictions of abortions may undermine this strength which may cause the re-emergence of high maternal mortality rates. Therefore, the strengths overpower any of the aforementioned weaknesses. The British approach to the regulation of abortion is in no serious need of reform.
Sometimes, husband and wife the protection of sexual relation has failed from process condom for example using low quality materials. The causes of the family reason why they want an abortion because they are not ready to take care of a baby being born. Secondly, the health of the mother, the physical disorders of the body. The major reason that abortion should not be banned is to prevent transmission of Human Immunodeficiency Virus (HIV) from mother to infant during pregnancy and “reduce maternal morbidity and mortality” (Rudolph Gurtovnik, 2008, p.28). It is the big problem that the government has to solve and spend a lot of budget to treat all of these people.
This is starting to become a major problem because countries are lacking the resources to balance development and consumption. This overpopulation in China was caused by the excessive amount of birth rates and decreasing number of deaths. Significant increase in population led to considerably difficult problems of employment and shortage of resources and money. As for the government’s involvement regarding the Family Planning Policy, this law placed high strains on the family planning departments in the government. They had to completely change their ideas and ways of functioning to regulate the new rules that follow this law.

The meaning of overpopulation is the excessive population of an area to the point of overcrowding, depletion of natural resources, or environmental deterioration. And with that, the one-child policy was introduced to control the population of People's Republic of China (PRC) or more commonly known as China. However, this policy may vary slightly in different areas.
Hence, to achieve a demographic transition, countries must focus on lowering fertility. This can be achieved by providing men and women with adequate information and services about family planning. Many women in developing countries wants to avoid becoming pregnant but do not use modern family planning method. This leads to almost 80 percent unwanted pregnancies. When women can themselves choose when and how often to become pregnant, they tend to have fewer children and are able to achieve the desired family size. Women’s reproductive rights are a global issue in today’s world. Women have to fight to have the right to regulate their own bodies and reproductive choices, although in some countries their voices are ignored. Abortion, sterilization, contraceptives, and family planning services all encompass this global issue of women’s reproductive rights.
Furthermore, women face a lot of cruelties linked to the policy, such as having their babies killed by squads, being physically forced to endure sterilizations or abortions, longing for additional children, being blamed by husbands and parents-in-law for having daughters instead of sons, facing surveillance, going through gynecological exams and mandatory contraception, being fined, and losing benefits or jobs (Fong, 2002, p.1101). The disproportionate sex ratio is an alarming concern that is particularly detrimental to women. Since China has an extensive past of gender tendencies and economic actualities that favor sons, it is doubtful that parents would fix the crisis of scarce by opting to change their fertility choices and in preference of daughters (Ebenstein, 2010, p.105). The sex ratio at birth could decrease if the One-Child Policy is eased and more parents do not have to resort to sex selection in order to have a son (Ebenstein. 2010, p.105). It is imperative that action be taken to resolve the disparity or it could be detrimental.
Due to the education, economy system and changes in society. Educating helps them to understand the need to have one child or not more than two children. Especially, China the country where the government have law of family planning policy called one-child policy. So Chinese women are allowed to have only one child. Japan where population growth rate is -0.2 percent (World bank, 2013). Which mean there is no population rising exponentially. Population growth is not the global problem. This problem only happened in particular countries not all over the world. So population control must be applied locally. Such as local government should provide birth control education and responsibility of their population
This paper will discuss the current situations regarding population growth and the resulting population issues, as well as what policies have been implementing to overcome population issues in China, India, and Japan.
In order to change the situation, this action plan was carried out, aiming to reduce the percentage of adolescent pregnancy in school while providing scientific, suitable sex education towards students.
