Throughout “Chasing the Scream” many intriguing stories are told from individuals involved in the drug war, those on the outside of the drug war, and stories about those who got abused by the drug war. Addiction has many social causes that address drug use and the different effects that it has on different people. In our previous history we would see a tremendous amount of individuals able to work and live satisfying lives after consuming a drug. After the Harrison Act, drugs were abolished all at once, but it lead to human desperation so instead of improving our society, we are often the reason to the problem. Once these individuals in rehab serve there sentence the majority of them, won’t look straight to the next opportunity to get high, but the next opportunity for a better future after being encouraged in rehab to accomplish something in life, compared to someone’s attitude coming out of prison. One story involved a man named Richard with his wife Marcia. She was an addict who was often jailed for it, but Anthony believed like many others that “addiction can be overcome with proper help. He believed that the solution was to get her into a mental hospital [and] get her whatever she needs – Xanax, morphine, to get her chemical imbalance right. Show her some respect. (114)” Give her some working skills, so once she gets out she is capable of being successful but instead she kept getting “kicked down the steps” by the criminal justice system. The jailing and torture of addicts is routine to people serving cases for drug related offenses, who are often not built to endure prison, let alone jail. “The Justice Department estimates that 216,000 people are raped in these prisons every year. (This is the number of rapes, not the number of rapes – that is much higher.) (109)” This is ultimately shows the simple fact that many people are not built to endure
In the book High Price, highly credible author and neuroscientist, Dr. Carl Hart explains the misconceptions that everyone normally has about drugs and their users. He uses his own life experiences coming from a troubled neighborhood in Florida. The book consists of Hart’s life growing up with domestic violence in his household and the chance he had to come out and excel academically. He talks about the war on drugs and how within this war on drugs we were actually fighting the war with the wrong thing.

Within our society, there is a gleaming stigma against the drug addicted. We have been taught to believe that if someone uses drugs and commits a crime they should be locked away and shunned for their lifetime. Their past continues to haunt them, even if they have changed their old addictive ways. Everyone deserves a second chance at life, so why do we outcast someone who struggles with this horrible disease? Drug addiction and crime can destroy lives and rip apart families. Drug courts give individuals an opportunity to repair the wreckage of their past and mend what was once lost. Throughout this paper, I will demonstrate why drug courts are more beneficial to an addict than lengthy prison sentences.

The novel “High Price” by Dr. Carl Hart, discusses Dr. Harts personal story growing up around poverty, drugs, and turning his life around to better himself. The text states “The U.S. Justice Department’s Bureau of Justice Statistics examined the connections between drugs and crime in prisoners, analyzing data from 1997 to 2004. It found that only a third of state prisoners committed their crimes under the influence of drugs and only around the same proportion were addicted” (110). Drugs have proven time and time again to influence prisoners to do wrong, especially when they’ve become addicted to the drugs they’ve allowed their body to consume.
In one portion of the documentary, we see an excerpt from one of President Richard Nixon’s speeches on how he feels about America’s ongoing battle with drug abuse. In the speech, he declared that this so called “war” with drug addiction needed to be handled while proclaiming that drug abuse was “America’s public enemy number one”. Years later, the war on drugs has only become even more of a controversial issue in the United States with the consequences spanning and reaching particular groups and hinting that they are more so involved than others.
The reason with the old ways do not work, Alexander say, is because “self-destructive drug users are responding in a tragic, but understandable way” (226). It is not their drug- problem that caused the dislocation, but the dislocation that cause the drug problem. He uses the term dislocation to describe the lack of integration with “family, community, society and spiritual values” (226). Alexander goes on to explain that history proves that inability to achieve health opportunities can take on the form of violence, and damaging drug use. Therefore, the “drug problem” (226) is not the problem. The problem is more the “pattern of response to prolong dislocation” (226). Alexander supports this by explaining the reason for the dislocation as being globalized by a society that is market driven which can only be established by the displacement of tradition, economy, and relationships. This often referred to definition is a pretty universally accepted and simple concept if we continue to do what has failed in the past why should we expect a different outcome? We shouldn’t but in the case of drug addicts the legal system holds on to the dogma of incarceration alone for the most part will somehow rehabilitate a disease. Prisoners with other medical conditions are sent to prisons that can meet there medical needs. Treatment for inmates who are mentally ill are mostly undertreated if they receive treatment at all. I will not say all because there are some states that are trying to offer treatment but unfortunately when money is tight as it has been for several years now this is one of the first programs to get defunded. I am not asking for preferential treatment for the drug abuser I am asking for equal treatment drug addiction is a disease and we need to treat it as such. The hardened criminal that has multiple convictions is not necessarily who I’m describing the first time someone is found guilty of possession this is where we start and teens who commit crimes to get drugs that is where we should start. Not to say if someone wants to get into the program that doesn’t fit that description we don’t help them out by all means we do but the earlier we can stop the progression of their criminal activity the better. If we continue to go on acting as if addicts don’t need treatment in our prisons we will continue to see them return which is insanity.
Some people argue that the drug users aren’t the heroin victims. One writer notes, 'The parents of the user who steals from them, abuses them, physically, emotionally and mentally, the siblings who suffer the loss of care and love but who also get abused and used by the user, the kids of the user who learn that the parent's desire for smack is greater than the desire to be a parent,' are the real heroin victims (Fitzgerald, 2000). This problem therefore effects not only the user but the society living around them as well.
The United States Correctional System is often challenged as to whether it wants to rehabilitate drug offenders or punish them, and because of this it mostly does neither. Even though drug abuse and drug trafficking are widely spread national issues, the mental, social, and economic costs of "healing" through incarceration are only making the "disease" worse. Never before have more prisoners been locked up on drug offenses than today. Mixed with the extremely high risks of today's prison environment, the concept of incarceration as punishment for drug offenders cannot be successful. Without the correct form of rehabilitation through treatment within Michigan's Correctional System, drug offender's chronic recidivism will continue.
Watching anyone struggle with addiction is indeed difficult, and being connected personally may be even more so. Loosing family or loved ones, and friends to addiction and eventually jail or possibly death can be devastating. The effects are wide spread and touch many lives often felt very deeply for a long time, some for a lifetime. What can be done to help these people, to assist the families and society is ever evolving. This group of addicted offenders should be targeted for intensive and rigorous treatment. Courts and prosecutors have increasingly been making an effort to identify such addicts, and to induce them to enter into criminal justice based treatment.
In his article, “We can’t afford to ignore drug addiction in prison,” David Sack states, “Addiction is a chronic illness that needs long term care… Prison just buys a little time before the addict relapses and re-offends, perpetuating the cycle and hurting himself along with the rest of us. It’s a good incentive to look beyond incarceration for solutions to society’s ills…Let’s…make a real commitment to seeing how much we can accomplish with effective addiction treatment.” Sack establishes that addiction is a medical condition that causes addicts to be more likely to recidivate. People should be welcoming ex-prisoners as returning members of society instead of ignoring them, allowing them to commit another crime, and be reincarcerated- only to repeat the cycle. Sack proposes the simple solution of actively supporting prison treatments for addicts. RDAP is the perfect program to be supported, because it provides the necessary treatment to prevent prisoners from relapsing once they are released. By supporting RDAP, the recidivism rate lowers as inmates are given the opportunity to return as citizens who are healthy and able to contribute to
Drugs are used to escape the real and move into the surreal world of one’s own imaginations, where the pain is gone and one believes one can be happy. People look on their life, their world, their own reality, and feel sickened by the uncaringly blunt vision. Those too weak to stand up to this hard life seek their escape. They believe this escape may be found in chemicals that can alter the mind, placing a delusional peace in the place of their own depression: “Euphoric, narcotic, pleasantly halucinant,” (52). They do this with alcohol, acid, crack, cocaine, heroine, opium, even marijuana for the commoner economy. These people would rather hide behind the haze than deal with real problems. “...A gramme is better than a damn.” (55).
Each year the U.S spends billions of dollars to keep federal inmates behind bars. Nearly half of these federal inmates are convicted of drug abuse, and a vast majority of the ones convicted are low-level nonviolent criminals. Keeping these low-level criminals in jail is expensive, and it’s not very helpful because many of them end up going back to jail with higher drug charges. We as a society need to recognize that addiction is worthy of medical help and not just a crime that deserves punishment. This is where the correction system needs to be improved and why I want to become a counselor for the addicted public. The need is obviously out there for the individual to assist in helping the addicted public in our prison system. Without the people in the correct jobs, there is no way changes can be made. In addition, drug-using offenders are at higher risk for infectious diseases such as HIV and hepatitis and frequently have psychiatric disorders, which highlight the need for treatment of this population. Not treating a drug abuser is a missed opportunity to simultaneously improve both public health and safety.
